I was wondering about the feasibility of drilling small holes in my frame and running cable housing internally on my tri-bike ala the old Raleigh Technium frames. I'd rather do this than buy a new frame. I've built most of my bikes and I am pretty handy, but can this be done in aluminum? carbon?

NO, don't do it. Most frames have a transition in the tube's wall thickness from thick to thin where you will most likely want to drill a hole in your frame. Your frame may not fail for its entire lifetime after drilling it for internal cables, but if it does, you run the risk of impaling yourself on a razor sharp metallic scalpel where your top tube once was.
